The Failure of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are waged: optimistic declarations are issued from different nations. Considerable effort is allocated on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capacity afforded by up-to-date information. From observation points, military aircraft that had been scrambled to counter approaching guided weapons streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense engaged: multiple launches deployed against a hostile projectile. This was a advanced protection mechanism at work, probably delivered by Western nations. Every launch creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to grim resignation: possibly the incoming missile won't strike its target this time, sparing the city from devastation and additional electricity failures.

Ongoing Risks

Following this, a large-caliber weapon opened up on a aerial vehicle somewhere nearby, part of a mobile-fire group – probably imported technology. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its target.

Intermittently, this continued until dawn. Kyiv awoke to the early updates: several casualties, damage and utility failures in numerous residences as a result of the nocturnal offensive. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's vital need on Western support – a dependence that neighboring countries are demonstrably unable to substitute in the near term.

Ineffective Peace Efforts

The comprehensive proposal from Washington sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new initiative from US leadership unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, certainly, endure.

Political Considerations

It is tempting to accuse particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a assumption well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration presumes that it is unfeasible to pressure the Kremlin to relinquish the areas that it already controls in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, Washington does nothing to deter Moscow, through diplomacy or military means, from believing that the situation will not evolve additionally in its favour in the months ahead.

Divergent Views

Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a total frontline collapse until circumstances change in its advantage.

Present Conditions

Realistically, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unacceptable, so that their priority does not shift toward domestic problems. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a mere seven days to terminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, current information leaks, all did their job.

While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require continued Western support.
